You can only get 3.1 kW from a 3.1 kVA inverter if the power factor of the load is 1.0, such as a pure resistive load, such as a heater. If the load, such as a motor, has a power factor of 0.90, you can only get 0.9 x 3.1 kW. Of course y ou still have to observe peak vs continuous load ratings. And you should also allow some margin.
